The Site is the former location of a milk product manufacturing facility in Lowville, New York. The Site is bordered by residential and agricultural properties as well as the Black River. After production ceased at the Site, some 92 containers, large above-ground storage, tanks (ASTs) and under-ground storage tanks (USTs) were left exposed to the elements at the Site. EPA identified hazardous substances in some of these containers as well as metallic mercury both loose and in equipment in one of the buildings on the Site. EPA further identified some soil contamination. The PRPs signed an administrative settlement agreement whereby they shall remove all hazardous substances at the Site, remove what soil contamination exists, and ensure that all USTs and ASTs do not contain hazardous substances. The PRPs shall further pay for EPA's oversight costs related to the clean-up of the Site.
