EPA issued a Consent Agreement and Final Order (CAFO) commencing and concluding an action against Quaker City Castings (QCC), located in Salem, Ohio. The CAFO alleges that QCC failed to obtain a permit to install and permit to operate for a new air contaminant source prior to installation as required by the Ohio SIP, failed to maintain minimum pressure drop across its East and West Wet Scrubbers as required by its PTIO, and failed to demonstrate compliance with the VOC emission limit established in its PTIO for a Thermal Sand Reclamation Unit, which are all violations of the Ohio SIP and Section 110 of the CAA. QCC also failed to submit a notice of compliance for its metallic scrap management program and binder formulations, and failed to operate its East and West Wet Scrubbers in a manner consistent with safety and good air pollution control practices to minimize emissions, which are all violations of the General Provisions to Part 63, Part 63-Subpart ZZZZZ, and Section 112 of the CAA. The CAFO requires QCC to pay a $26,781 penalty and perform a $15,000 supplemental environmental project (SEP). The SEP includes installation and operation of capture and control systems on two foundry metal inoculation units to reduce PM, PM10, and metal HAP emissions.
