Respondent is a renovation firm who has engaged in activities that disturb painted surfaces in target housing, defined as being built prior to 1978. During the renovation of the exterior of a residence in Beacon, New York, Respondent failed to obtain initial certification under the Renovation Repair and Painting (RRP) Rule, provide the owner with the Renovate Right pre-renovation education pamphlet, cover the ground sufficiently to contain renovation debris, and establish records of compliance with the RRP Rule. To settle the matter, the Respondent will pay a civil penalty of $2,950, obtain initial firm RRP certification, and agree to comply with EPA renovation regulations in all future endeavors.
