## Summary

Lithographic Industries violated the Illinois State Implementation Plan (SIP) and its Federally Enforceable State Operating Permit (FESOP) at its facility located at 2445 Gardner Road, Broadview, Illinois. The coating used on the paper coating line was shown to exceed the Volatile Organic Material (VOM) limits of the Illinois SIP. A stack test was conducted which determined that the VOM destruction efficiency was insufficient to meet overall VOM reductions required by the Illinois SIP and the facility's FESOP. The reduced control efficiency also resulted in toluene emissions to be in exceedance of requirements set by the facility's FESOP. This Consent Agreement Final Order (CAFO) requires Lithographic Industries to pay a penalty of $50,000 and resolves the Notice of Violation (NOV) issued to Lithographic Industries on June 23, 2016.
