Respondent self-disclosed that they inadvertently diluted PCB waste and then shipped it for disposal without identifying it on the manifest. The waste was subsequently disposed in an unauthorized landfill. The material was diluted to non-detectable levels of PCB prior to disposal and EPA is therefore not pursuing removal from the landfill. The penalty being assessed is $56,250.
