## Summary

The City of Lowell, MA owns and operates a wastewater treatment plant and collection system that discharges to the Merrimack River.  EPA and the City entered into an Administrative Order on Consent (AOC) that requires the City to develop and implement an updated Combined Sewer Overflow Long Term Control Plan within the context of an integrated plan.  It also requires the City to undertake interim short-term projects at the treatment plant to allow it to handle additional wet weather flow as well as implement CMOM requirements.  The Massachusetts Department of Environmental Protection (MA DEP) participated in early negotiations with the City and thereafter continued to provide EPA with comments on the development of the AOC.  Under the terms of settlement, MA DEP will continue to review the City's submittals and coordinate with EPA on the City?s implementation of the AOC's requirements
