On September 27, 2017, EPA signed an Administrative Settlement Agreement and Order on Consent for the Blackburn and Union Privileges Superfund Site (the ?AOC?). The AOC is an agreement for the performance of Work by the Town of Walpole in connection with the Town?s redevelopment of property located at 62 South Street, Walpole Massachusetts which is part of the Site. The Work includes the Town?s earthwork of existing soils and soil management protocols to be implemented during the Town?s construction of a building for the Town?s Council on Aging. Under the AOC, the Town also states that it is a Bona Fide Prospective Purchaser (?BFPP?). Previously, two potentially responsible parties performed remedial activities on this parcel under a Consent Decree, making it ready for redevelopment. Institutional controls require implementation of soil management protocols as part of redevelopment due to potential asbestos contamination beneath buildings.
