On January 24, 2018, Region 10 filed an expedited settlement agreement and final order resolving violations of the Disclosure Rule under TSCA to PR & C, LLC dba Palouse Rentals located in Moscow, Idaho. The EPA alleged violations included failure to provide lessees with an EPA-approved lead hazard pamphlet; failure to include as an attachment or within a contract to lease target housing a statement by the lessee affirming receipt of the information; failure to include as an attachment or within a contract to lease target housing the signature of the lessors, agents, and lessees certifying to the accuracy of their statements, as well as dates of said signatures; and failure to retain a copy of the completed disclosure records for no less than three years from the commencement date of the lease as required in the Disclosure Rule. The PR & C, LLC dba Palouse Rentals has agreed to pay a penalty amount of $4,000 to resolve the violation.
