On January 23, 2018, Region 10 filed an expedited settlement agreement and final order resolving violations of the Disclosure Rule under TSCA to Welcome Home Property Management, LLC located in Moscow, Idaho. The EPA alleged violations included failure to provide lessees with an EPA-approved lead hazard pamphlet; failure to include as an attachment or within a contract to lease target housing a statement by the lessee affirming receipt of the information; failure to include as an attachment or within a contract to lease target housing the signature of the lessors, agents, and lessees certifying to the accuracy of their statements, as well as dates of said signatures; and failure to retain a copy of the completed disclosure records for no less than three years from the commencement date of the lease as required in the Disclosure Rule. The Welcome Home Property Management, LLC has agreed to pay a penalty amount of $4,000 to resolve the violation.
