Summary

On December 13-14, 2016, EPA R2 and an EPA contractor, PG Environmental, conducted a Municipal Separate Storm Sewer System (MS4) audit of the Nassau County MS4. As a result of the audit, EPA identified that the County was not complying with the NYSDEC SPDES MS4 General Permit. Violations include but are not limited to: failure to update and fully implement the Stormwater Management Program (SWMP) Plan; failure to conduct a complete outfall reconnaissance inventory (ORI); failure to maintain an inventory of post-construction stormwater management practices and ensure long-term operation and maintenance of those practices; failure to implement a pollution prevention / good housekeeping program that addresses municipal operations and facilities; failure to perform self-assessments of all municipal operations and facilities; and failure to conduct employee training. EPA is issuing an Information Request and Administrative Compliance Order to require the County to comply with the terms and conditions of the NYSDEC MS4 General Permit.
