On November 30, 2017, the Region filed an Expedited Settlement Agreement, which settled EPA's penalty claim for violations of CWA Section 311(j) at the Keywell Metals LLC facility located in West Mifflin, Pennsylvania. Specifically, the facility failed to prepare an adequate Spill Prevention, Control, and Countermeasure Plan, provide adequate containment for bulk storage containers, conduct routine visual inspections, and promptly correct visible oil discharges. The respondent has agreed to pay a cash penalty of $2,375 to settle the matter.
