Respondent failed to timely submit a Tier II report including AAA quench oil to the Michigan State Emergency Response Commission, the Alpena County Local Emergency Planning Committee and the Alpena City Fire Department for Calendar Years 2014-2016. This action was settled by USEPA and Besser Company for the civil penalty of $39,866.
