This information request and administrative compliance order is being issued to address violations of the NYSDEC SPDES Multi-Sector General Permit (MSGP) at the Bancroft facility in Burlington Flats, NY, identified during a September 7, 2017 EPA inspection. The facility includes auto salvage, scrap metal recycling and saw mill operations. Specifically, the facility failed to develop a Stormwater Pollution Prevention Plan (SWPPP) that includes all of the elements required under the MSGP. It also failed to implement control measures to comply with certain non-numeric effluent limits, such as implementing good housekeeping practices to keep areas exposed to stormwater clean. The Order requires the facility to comply with the terms and conditions of the MSGP.
