## Summary

On January 18, 2018, EPA Region III issued an Administrative Settlement Agreement and Order on Consent ( Order ) to Cargill Meat Solutions Corporation, the owner and operator of two meat processing plants in Wyalusing, Bradford County, and Hazleton, Luzerne County, Pennsylvania, to improve public health and safety by decreasing the risk of releases of hazardous chemicals.  EPA conducted an inspection of the Wyalusing facility to assess compliance with Section 112(r)(7) of the CAA. EPA determined that Cargill Meat Solutions Corporation violated CAA Section 112(r)(7), at the Wyalusing facility with respect to its storage of anhydrous ammonia in its refrigeration system. EPA's allegations involve inadequate design of the relief system, lack of audio and visual alarms outside mechanical rooms, inadequate training records, and failure to timely correct deficiencies. The company also experienced two release of ammonia from its Hazleton facility in August 2017. Under the Order, the company will conduct assessments of the ammonia refrigeration systems at both facilities to ensure compliance with applicable regulations and industry codes. Pennsylvania has not received delegation of Section l 12(r)(7) of the CAA.
