On March 9, 2018, U.S. EPA Region 5 filed an Expedited Settlement Agreement and Final Order (ESA) that commences and concludes an administrative action with Columbus Chemical Industries of Columbus, Wisconsin (CCI). CCI is a commercial chemical processor, repackager and distributor that offers non-reactive chemical blending and purification services. The ESA alleges that CCI violated the Resource Conservation and Recovery Act (RCRA) as determined during inspections on March 21 and August 8, 2017. The inspections revealed several issues on site, including 1) a failure to compile and maintaining a hazardous waste contingency plan and 2) a failure to provide annual trainings sessions on hazardous waste management procedures. CCI has agreed to pay a $2,000 civil penalty to resolve the alleged violations and has demonstrated that it is now in compliance with the applicable RCRA regulations.
