In March 2018, Region 10 filed an ESA against Pat & Mike?s Texaco in Chelan, Washington. The ESA was for $5,000. The facility qualified for ESA instead of the traditional enforcement policy because they had less than 300,000 pounds of gasoline stored on-site and were not storing extremely hazardous chemicals. The ESA resolves violations of the hazardous substances inventory reporting requirements of the Emergency Planning and Community Right-to-Know Act.
