on March 15, 2018, Region III filed a CAFO simultaneously initiating and resolving a civil penalty action against Avco Corporation d/b/a Lycoming Engines (Respondent), which owns and operates an aviation equipment manufacturing plant located at 652 Oliver Street, Williamsport, Pennsylvania (the Facility ). The proposed administrative enforcement action alleges that the Respondent failed to record the results of visual inspections of the idling mode cover for the solvent cleaning machine at the Facility in July, August, October, and December of 2015 in violation of the Facility's CAA Title V permit. The basis of the CAFO is Respondent's failure to comply with the above-identified requirement of its Title V permit and of the National Emission Standards for Hazardous Air Pollutants for Halogenated Solvent Cleaning. The failure to meet these requirements was identified by review of an exceEdance report, dated January 29, 2016. This action constitutes direct enforcement of a federal program. The civil penalty assessed in the CAFO is $27,500.
