On October 25, 2017, an authorized representative of the EPA conducted an inspection of the Airgas Specialty Products Inc. facility located at 105 Dill Road in Suffolk, VA, to determine compliance with the Risk Management Plan (RMP) regulations promulgated at 40 C.F.R. Part 68 under Section 112(r) of the Clean Air Act (the Act or CAA). EPA found that the Respondent had violated regulations implementing Section 112(r) of the Act, specifically. the owner or operator failed to document that equipment complies with recognized and generally accepted good engineering practices. The foundation for one of the ammonia tanks at the facility was not designed in accordance with industry standards to properly support the tank and/or prevent corrosion on the portion of the tank in contact with the foundations or saddles.
