On February 20, 2018, Region 1 sent an indirect referral to OECA of Region 1's claim in the Reliance Insurance Company Receivership Action in the Commonwealth Court of Pennsylvania, for financial assurance closure costs for the Environmental Waste Resources, Inc. (EWR) RCRA Corrective Action Site in Waterbury, Connecticut. EPA's claim is for $60,818, based on the amount of a performance bond to guarantee the proper closure of a Boiler and Industrial Furnace Unit (BIF Unit). EWR operated a RCRA hazardous waste treatment, storage, and disposal facility on-site, but it abandoned the Site in 1998 during bankruptcy proceedings and never properly closed the BIF Unit. The closure money would supplement a much larger, funded standby trust fund that the Connecticut Department of Energy and Environmental Protection has in place for closing the other RCRA-regulated units at the Site
