On April 24, 2018, the Region filed an Expedited Settlement Agreement which settled EPA's penalty claim for violations of CWA Section 311(j) at the International Waxes, Inc. facility located in Smethport, Pennsylvania. The facility failed to maintain an adequate SPCC plan, conduct routine facility inspections in accordance with the written procedures found in the SPCC Plan, and develop/implement an adequate tank integrity testing program. The respondent has agreed to pay a cash penalty of $1,100 to settle the matter.
