On September 17, 2018, Region 10 filed an Expedited Settlement Agreement (ESA) resolving Spill Prevention, Control, and Countermeasure (SPCC) violations of the Clean Water Act by City of Newport ? Newport Airport, located in Newport, Oregon following an October 2017 inspection. The SPCC deficiency identified at the time of inspection was lack of a facility SPCC Plan. As part of the post-inspection process, the city finalized and implemented an SPCC Plan. The Respondent also agreed to pay an ESA-based penalty of $1,500.
