The City of Las Cruces, Respondent, owned or operated the Las Cruces Jacob A. Hands WWTF Plant, located in Las Cruces, Dona Ana County, New Mexico. Respondent violated the Clean Water Act. The violations were observed during a March 21, 2017, inspection conducted on NMED on behalf of EPA.. EPA issued an Administrative Order, ordering immediate compliance.
