On June 12, 2018, Region 5 executed a Consent Agreement and Final Order (CAFO) with Leonard Oaks, LLC. The CAFO commences and concludes a proceeding identifying alleged violations of the Toxic Substance Control Act (TSCA), specifically of the Lead Renovation, Repair and Painting Rule (RRP Rule). Region 5 alleged that in calendar year 2016, Leonard Oaks, LLC failed to be certified as a firm prior to performing the renovation; and, failed to ensure that a certified renovator was assigned to the renovation performed by the firm. Leonard Oaks, LLC. paid a $900 civil penalty.
