On July 2, 2018, Region 10 filed a consent agreement and final order to resolve alleged violations of EPCRA section 313 by Cascade Steel Rolling Mills, Inc. (CSRM) at its steel production facility in McMinnville, Oregon. EPA alleged that CSRM manufactured the toxic chemical category, copper compounds, in quantities exceeding the annual reporting threshold during calendar years 2012, 2013 and 2014, and failed to report the chemical to the Toxics Release Inventory (TRI) by the annual reporting date each year. Additionally, EPA alleged the facility failed to timely file Form R reports for six toxic chemicals manufactured or processed by the facility in calendar year 2013, including mercury compounds, nickel, chromium compounds, lead compounds, manganese compounds, and zinc compounds. The failure to timely report deprived the public of timely and accurate data on routine releases of the chemical by the facility. The company has returned to compliance and agreed to pay a $74,257 penalty.
