On June 19, 2018, the Regional Judicial Officer approved an expedited settlement agreement with GBC Metals, LLC, d/b/a Somers Thin Strip of Waterbury, CT resolving violations of Section 311(b)(3) of the Clean Water Act. On January 20, 2018, piping associated with an external valve on an oil cooling tower system at Respondent?s facility in Waterbury failed causing a release of approximately 5,790 gallons of mineral oil (bearing lube oil) from the system. Some of the mineral oil entered a municipal storm sewer and approximately 625 to 650 gallons (15 barrels) of mineral oil was recovered from the Naugatuck River. The company responded promptly to the spill and undertook cleanup responsibilities. The settlement requires a $6,100 penalty and ensures that the Respondent has cleaned up the spill and taken measures to prevent further spills. The SPCC program is a direct implementation program.
