Leica also failed to operate organic material blending tanks with submerged loading pipes, as required in the Illinois SIP at 35 Ill. Admin Code Section 218.122. The ACO requires Leica to install, use and maintain submerged loading pipes on all of its blending tanks, cease dispensing of xylene and to modify its operating permit.
