On August 13, 2018, Region 1 entered into an expedited settlement agreement with Academy Bus, LLC of Bridgeport, Connecticut (Academy Bus), addressing violations of the Oil Pollution Prevention regulations at 40 C.F.R. Part 112, promulgated under Section 311(j) of the Clean Water Act. The State of Connecticut had responded to a small oil spill at the company and referred the facility to EPA for evaluation under the Spill Prevention Control and Countermeasure (SPCC) program, a program that is not delegated to the state. EPA then conducted a SPCC inspection at Academy Bus and observed that the facility did not have an adequate or fully implemented SPCC plan. The settlement requires Academy Bus to pay a $4,700 penalty and ensures that the company has taken measures to prevent spills at the facility.
