The U.S. Environmental Protection Agency (EPA), Region 5, is issuing an Administrative Consent Order (ACO) and a Consent Agreement and Final Order (CAFO) to resolve violations related to venting hydrogen sulfide, carbon monoxide and visible particulate matter in excess of applicable limits at the Saint Paul Park Refining Company, LLC (SPPRC) facility located in Saint Paul Park, Minnesota. SPPRC agreed to a penalty of $725,000 along with supplemental environmental projects to reduce sulfur dioxide emissions from the refinery and replace outmoded diesel locomotives and re-power a diesel towboat in the Twin Cities area. The cost of these SEPs is $762,200. SPPRC has achieved compliance and agreed to conditions to assure compliance, including a limitation on waste gas flaring and modification of their existing flare management plan.
