Region 1 issued a CAA administrative order to Preci Manufacturing of Winooski, VT for its failure to comply with the NESHAP for Halogenated Solvent Cleaning at 40 CFR Part 63, Subpart T. Preci Manufacturing operates an open top batch vapor cleaning machine that uses trichloroethylene in concentrations triggering applicability of the NESHAP. The order requires Preci Manufacturing to comply with the NESHAP, including installing treatment and submitting required reports. The order also requires the company to respond to a reporting requirement EPA issued in September 2017 pursuant to Section 114 of the CAA. EPA has not received a response to the reporting requirement to date. Vermont is not delegated the authority to implement Subpart T.
