BFI was a responsible party at the Arbor Hills Landfill as owners and operators of the gas collection and control system, but sold their ownership to Advanced Disposal Services in February 2017. Therefore, no injunctive relief was sought from BFI, but a penalty was assessed for violations that occurred prior to February 2017.
