This is a Consent Agreement and Final Order between US EPA and the Los Angeles Department of Water and Power (Respondent). Respondent is alleged to have violated the Clean Water Act by discharging fill and dredged material into waters of the U.S. without a permit at the Lower San Fernando Detention Basin in the Van Norman Complex in Granada Hills, California. Respondent agreed to pay a civil administrative penalty of $94,000 to settle the matter.
