An Emergency Order was issued to the Bureau of Indian Affairs (BIA) on October 9, 2018, for imminent and substantial endangerment to persons served at its North Idaho public water system on the Nez Perce Reservation, near Lapwai, Idaho. BIA failed to address severe infrastructural deficiencies within a reasonable timeframe, leading to the rupture of a corroded main pipe on August 2, 2018, and ensuing loss of pressure, bacterial contamination, and Boil Water Notice. EPA is requiring BIA to repair and replace this piping, in imminent danger of failing. Additionally, BIA has not adequately staffed this water system in years and is being required to carry out weekly monitoring and operational checks. OCE, ORC & OECA are coordinating communications to the Department of Interior and local BIA contacts.
