EPA finalized two Expedited Settlement Agreements (ESAs) to resolve Clean Water Act violations against two Massachusetts real estate developers for violations of construction stormwater discharge requirements. J & F Marinella Development Corporation of Franklin, Massachusetts is a homebuilder currently developing Cobbler?s Knoll, a residential development in Uxbridge, Massachusetts. An EPA inspection found several deficiencies in erosion controls for the site, the Stormwater Pollution Prevention Plan was not available on site, and not all erosion control inspections had been documented. J & F Marinella will pay a $6,900 fine for its violations.
