The City of Farmington owns and operates a WWTP located in San Juan County, Farmington, New Mexico. This Administrative Order is issued for effluent violations identified during a review of the permit file and discharge monitoring reports submitted for the City of Farmington?s Wastewater Treatment Plant (WWTP) to the Environmental Protection Agency, Region 6 (EPA). The violations alleged are for failure to meet permit effluent limitations. Additionally, on July 10, 2018, a Compliance Evaluation Inspection (CEI) was conducted at the WWTP by EPA. Violations noted during the CEI and preparation of the subsequent inspection report were multiple sanitary sewer overflows reported between March 31, 2018 and July 27, 2018. Respondent has 30 days to respond to the AO
