The Region filed a Consent Agreement and Final Order(CAFO) commencing and concluding a proceeding against Bema, Inc. located in Elmhurst, Illinois. Bema's Elmhurst facility violated the authorized marking, storage and training requirements of Illinois's hazardous waste regulations which are federally-enforceable under the Resource Conservation and Recovery Act (RCRA) 42 U.S.C. 6901-6992k. This enforcement action resulted from a Region 5 inspection. Bema Elmhurst facility manufactures and prints flexible packaging materials and employs about 70 people.
