EPA Resolves Violations at Metal Management Midwest, Inc. d/b/a Sims Metal Management with an Administrative Consent Order (ACO): Metal Management Midwest, Inc. d/b/a Sims Metal Management (Sims), located at 2500 South Paulina Street, Chicago, Illinois (Paulina Facility) was issued of Notice of Violation (NOV) on August 10, 2017 alleging violations of the Clean Air Act. The NOV alleges violations of the Illinois State Implementation Plan (SIP).
Sims operates a metal shredder metal recycling facility that uses a hammermill shredder to shred cars, appliances, and other ferrous and non-ferrous metals for recycling.
Sims has violated the Illinois SIP by operating its hammermill shredder with a potential to emit of greater than 25 tons per year, without installing emission capture and control equipment or by obtaining a federally enforceable limit that reduces volatile organic material (VOC) emissions. Sims also allowed fugitive particulate matter (PM) emitted from the shredder to cross the property line of the Paulina Facility.
The ACO requires Sims to conduct emissions testing at its facility to determine actual emissions of PM, VOC and metals from its hammermill shredder. Sims will construct an EPA approved capture system and will conduct testing according to EPA approved testing protocols. At the conclusion of testing, Sims will submit the results to EPA and apply for a federally enforceable operating permit that will limit its potential to emit VOCs below 25 tons
