The Regional Judicial Officer issued a Final Order on February 26, 2019, accepting the Consent Agreement with Vantage Foods PA LP to commence and settle violations of CAA Section 112(r)(7), intended to prevent accidental releases of chemicals to the air. EPA determined that Vantage Foods PA LP, the operator of a meat processing facility in Camp Hill, Pennsylvania, violated CAA Section 112(r)(7), because of its failure to protect evaporators in its ammonia refrigeration system from the risk of impact, and ensure adequate exhaust capacity for its ventilation system, its failure to timely correct deficiencies in ammonia refrigeration system piping, and its failure to annually certify standard operating procedures. Respondent is in the process of completing work to address these deficiencies. In settlement, Respondent has agreed to pay a cash penalty of $47,392. Pennsylvania has not received delegation of the CAA 112(r) program but has been notified of this enforcement action.
