On April 4, 2019, the Patterson Oil Company, an oil storage facility in Torrington, Connecticut, agreed to pay a $20,000 administrative penalty for its noncompliance with the Clean Water Act's Oil Pollution Prevention regulations. An EPA inspection of the facility revealed that the company had a spill prevention, control and countermeasure (SPCC) plan that was outdated, insufficient, and not being fully implemented. In addition to the penalty action, EPA issued an administrative order to the company requiring it to both update its SPCC plan and implement a number of specific actions relating to oil pollution prevention.
