Houghton Chemical Corporation ( HCC ) in Allston Massachusetts is registered as a pesticide-producing establishment pursuant to FIFRA. EPA requires that pesticide-producing establishments submit annual reports by March 1 of each year pursuant to Section 7(c)(1) of FIFRA. HCC failed to file its annual pesticide production report for calendar year 2017 by the March 1, 2018 deadline. This violation is HCC's fourth such violation within a five year period. This enforcement action will be the third that EPA has taken against HCC for such violations. HCC has recently submitted its 2017 report and withdrawn its pesticide producing number.
