Respondent failed to provide owner(s) of the property(ies) with the Renovate Right pamphlet; failed to establish or maintain records demonstrating compliance with RRP, and failed to assign a certified renovator when Respondent conducted (contracted its services for) renovations at various target housing locations. Penalty amount to be paid by Respondent was substantially reduced based on Respondent's financial demonstration that a lower penalty amount was appropriate.
