On May 9, 2019, EPA Region 6 issued an Administrative Compliance Order on Consent (AOC) under its authority pursuant to the authority of Section 113(a)(1)(A) of the Clean Air Act, 42 U.S.C. ? 7413(a)(1)(A) to Dyno Nobel Louisiana Ammonia, LLC. (DNLA) located in Waggaman, LA. The AOC was issued in response to violation of LAC 33:III.919.B.1 of the Louisiana SIP by failing to report actual emissions in the annual emissions inventories for VOCs, NOx, CO, SO2, PM10, PM2.5, and ammonia for reporting year 2016 as to various emissions sources at the Facility. The AOC requires DNLA to report actual emissions in their annual emissions inventory for 2016.
