On April 25, 2019, EPA finalized an Expedited Settlement Agreement (?ESA?) with 30PSI, LLC dba Modded Euros resolving violations of the Clean Air Act (?CAA?). Modded Euros is a distributor of aftermarket vehicle parts for European vehicles located in West Chester, PA. Based on a November 7, 2018 inspection and records review, EPA Region 3 has identified 129 violations related to the sale of exhaust replacement pipes, i.e. downpipes, test pipes, and turbo back systems (collectively known as ?defeat devices?). Under the ESA, Modded Euros has paid a civil penalty of $59,585 in addition to ceasing and refraining from tampering with emission control systems on EPA-certified motor vehicles and motor vehicle engines as stated in the Compliance Plan.
