Case Summary (Viewable by public in ECHO): On June 5, 2019, the EPA Region 6 enforcement team filed a Consent Agreement and Final Order (?CAFO?) against Fort Hood to resolve 9 RCRA violations for an amount of $250,000 and includes a comprehensive compliance order.  Fort Hood is located at the United States Army Garrison in Fort Hood, Texas and operates a federal facility as an agency of the federal government.  The facility is an army base and an active military installation in Bell County, Texas that generates several waste streams and operates several waste locations on at their site.  Pursuant to RCRA and the regulations promulgated thereunder, Fort Hood is a large quantity generator of hazardous waste.  The United States Environmental Protection Agency (?EPA?) Region 6 conducted a RCRA inspection at the facility during the week of July 31, 2017 and determined that the facility violated regulations under RCRA. The RCRA violations include: various locations of storage of hazardous waste without a permit; failure to make hazardous waste determinations; treatment of hazardous waste without a permit; failure to comply with standards for spent lead-acid batteries being reclaimed; failure to comply with standards for universal waste handlers; and failure to comply with applicable standards for used oil generators.
