EPA signed a Consent Agreement and Final Order (CA/FO) with Asanuma Kokuba Joint Venture and Nippo USA Inc.(Respondents) to resolve Clean Water Act stormwater violations from their Hotel Nikko expansion, the Tsubaki Tower project, which lacked controls to prevent discharge of pollutants into Tumon Bay and the Pacific Ocean in Guam. Respondents agreed to pay a penalty of $129,048 to settle this matter.
