On September 16, 2019, EPA Region 10 filed a consent agreement and final order resolving Clean
Water Act violations by Silver Bay Seafoods LLC at its seafood processing facility in Sitka, Alaska.
NPDES permit violations included Silver Bay's failure to route seafood processing waste through a
conveyance and treatment system; failure to properly inspect the grinder and waste conveyance
systems; failure to monitor the sea surface and shoreline; failure to develop and implement a best
management practices plan; failure to meet the grind size requirement; unauthorized discharges of foam
and oily sheens; and accumulated seafood waste on the seafloor exceeding the one-acre permit limit.
