On May 16, 2019, Region 10 entered into a Clean Air Act Administrative Compliance Order on Consent (AOC) with Port Townsend Paper Corporation (PTPC) in Port Townsend, Washington, requiring compliance with the National Emissions Standard for Hazardous Air Pollutants (NESHAP) for the Pulp and Paper Industry, NESHAP Subpart S and Title V no later than October 31, 2019. On May 21, 2019, Region 10 issued a Consent Agreement and Final Order (CAFO) to PTPC, requiring the company to pay a civil penalty of $342,000 for the violations of NESHAP Subpart S. The pulp and paper cases are part of EPAs Air Toxics Compliance and Enforcement Initiative, which prioritizes cutting hazardous air pollutants that are known or suspected of causing cancer, birth defects, or seriously impact the environment.
