On August 22, 2019, the Region filed a Consent Agreement and Final Order simultaneously commencing and concluding an administrative action proceeding against with Rust-Oleum Corporation (Rust-Oleum) the owner/operator of a paint manufacturing business in Williamsport, Maryland whose operations includes the receipt of raw materials, milling, blending/mixing, packaging/shipping final products and vessel cleaning etc. The settlement resolves Rust-Oleum violations of EPCRA 313 for Reporting Year 2017 by its failure to timely file toxic release inventory reports for the following seven chemicals: 1,2,4-Trimethylbenzene, Cumene, Ethylbenzene, Certain Glycol Ethers, Toluene, Xylene and n-Butyl Alcohol. The company has already come into compliance by submitting the required and/or corrected Form R reports. Under the settlement, Rust-Oleum will pay a civil penalty of $133,676.
