This Administrative Settlement Agreement and Order on Consent (?Settlement?)
is entered into voluntarily by the United States Environmental Protection Agency (?EPA?) and
the Washington State Department of Transportation (?Respondent?). This Settlement provides
for the performance of a time critical removal action by Respondent and the payment of certain
response costs incurred by the United States at or in connection with the Palermo Wellfield
Superfund Site (the ?Site?) generally located in Tumwater, Thurston County, Washington.
