Canam Steel Corporation (Canam) failed to meet the conditions for on-site accumulation of hazardous waste without a permit or interim status. In addition, Canam failed to conduct an assessment of its tank system; failure to retain training records and failed to develop an adequate contingency plan and submit it to the local first responders.
