## Summary

Grand Haven Board of Light and Power (GHBLP), Grand Haven, Michigan, failed to meet hydrogen chloride (HCl) emissions testing requirements in the National Emission Standards for Hazardous Air Pollutants (NESHAP) for Coal- and Oil-Fired Electric Utility Steam Generating Units at 40 C.F.R. Part 63, Subpart UUUUU (also known as the Mercury and Air Toxics Standards, or MATS).
At the J.B. Sims Generating Station, GHBLP failed to conduct required quarterly performance tests for HCl for the third and fourth quarter of 2016, and for the first quarter of 2017. On November 9, 2017, the Michigan Department of Environment, Great Lakes, and Energy sent EPA a letter identifying the alleged violation and referring the matter to EPA for enforcement. EPA has not delegated enforcement authority of NESHAP Subpart UUUUU to the State of Michigan.  EPA issued a Finding of Violation (FOV) to GHBLP on September 25, 2018. 
This CAFO requires GHBLP to pay a civil penalty of $9,935 and perform an energy efficiency SEP with a total cost of $39,585, and resolves the FOV.
